I've always watched many cartoons from different eras ever since I was a kid, and I still watch cartoons today. It doesn't matter if it was made decades before I was born or even if it just premiered today, I'll always watch cartoons as long as they spark my interest just a tiny little bit.

Anyway, this picture is based on one thing I noticed that was common in cartoons of the 80's and 90's: The main villain being assisted by a pair of goons that are too stupid, clumsy, and incompetent to do anything right. Aside from comic relief and audience sympathy, I have no idea why so many cartoons of the 80's and 90's make two idiots as the Big Bad's top henchmen.

In the 1987 Teenage Mutant Ninja Turtles animated series by Fred Wolf, the Shredder and Krang were assisted by Bebop and Rocksteady. Rocksteady and Bebop used to be a pair of ordinary punks that were part of a gang in the first episode "Turtle Tracks". They assaulted April O'Neil and chased her into the sewers, only to have their asses handed to them by the pizza-loving reptiles themselves. The second episode "Enter the Shredder" had Shredder try to make Bebop and Rocksteady better at fighting the turtles by mutating Bebop into a warthog and Rocksteady into a rhino. They were very strong mutants, but the Ninja Turtles still kept on beating them easily because they were complete dunces. As Donatello put it "The mutation didn't up their I.Q.'s any".

I was too lazy to draw Krang in his android body, so I instead give him his three-wheeler. In all fairness, the scene in this picture could be Shredder yelling at Bebop and Rocksteady for failing him after he sent that robot drone to get them out of that cage the Turtles trapped them in at the zoo, which did happen way before Shredder finally gave Krang his robot body.

Dr. Ivo "Eggman" Robotnik, archenemy of Sonic the Hedgehog, also had his own bumbling henchmen in two of the Big Three (by which I am referring to Adventures of Sonic the Hedgehog, Sonic SatAM, and Sonic Underground, the three STH cartoons by DiC).

In Adventures of Sonic the Hedgehog, Robotnik was assisted by Scratch and Grounder, who were both loosely based on regular enemies that appeared in the second Sonic game. Aside from those two robotic yo-yos, Robotnik also had help from Coconuts, a robotic monkey who was more competent than Grounder and Scratch in spite of his misfortune, and a variety of other mechanical minions that varied in competence (some were nearly as intelligent as Robotnik, but many were just as inept as Scratch and Grounder, if not moreso).

In the darker SatAM cartoon, Robotnik's only minion was his nephew Snively, who secretly plotted to turn against his uncle. He was a competent minion, but was also a dirty coward. Buttnik also had a mechanical chicken pet named Cluck, but it was never seen past the first season.

The only other one of the Big Three to give Eggman incompetent minions was Sonic Underground, where he was given Sleet and Dingo, a pair of canid bounty hunters. Sleet was reasonably competent, but made his own share of stupid mistakes, and Dingo was very strong but dumb as a bag of hammers, and also had a creepy obsession with Sonic's sister Sonia.

And then there was ReBoot, one of the first television shows made completely with CGI (computer generated imagery). Megabyte was the main antagonist of the series, and in the first two and a half seasons, he was assisted by the comically stupid Hack and Slash. Just like your typical incompetent thugs, Hack and Slash's stupidity was always good for a few laughs, but they stand out because their pea-brained antics provided comic relief in even the darkest of episodes featuring them. I can't be the only one who laughed when they showed up in Enzo Matrix's trial and sang "Dem Bones" in the episode "Number 7".

I couldn't be bothered to give the last image a proper background, so I just filled it with black. Like with Bebop and Rocksteady, the background for Hack and Slash can easily be explained. Megabyte can be angry at them for causing a power shutdown and the lair is dark because the lights are out (The things you gotta do to avoid a bad pun!)

You remember Dirtbag and Groundchuck. Yeah, they were pretty amusing. One of my favorites was in "Boogie-Mania" the origin of a rather famous meme.
