There's no such thing as not being able to do something, to not being able to do something is just refusing to do it. Even if you attempt a background, you still do it! All it takes is practice and some learning.

Well. I do attempt it, but I'm bad at it xD I tried making a forest in one of my pictures ._. (I don't understand layers so much, so it was a bit more difficult xD)

Well, no one in the world starts out with their first attempt making a fantastic background! Try looking up some tutorials here on deviantART! I can recommend a few if you like.
Layers are confusing to a person new to photoshop and similar programs. The best way I can describe them is that each layer is a piece of glass and the final art product you look down on those pieces of glass to view the whole artwork!
