I.........that's a good question.

If you're talking about the original file then go to File>Save>Save for Web and at the very bottom there are dimensions you can fiddle with

If you're talking about the file someone else made for you aka you don't have access to it I think you can still do that in photoshop. If not there are some online resources you can use
