I got it from the PS Store off the game itself. you know where you go to the main menu and it says "Playstation Store" at the bottom? Go there and you should find it.

I have try this too. But only what I found were the schoolgirls and teacher outfits and the complete DOA5 outfits. But not the first ultimate DLC outfits. That's the reason why I am so confused.
