well for this image since there is alot of negative space and the tones are highly contrasted the hair and eyes were quite simple. for any portrait drawing i suggest to obtain a high quality image so you are able to see fine details especially the details in the eyes. this drawing was quite long ago i have to say i have improved a lot since LOL for easy explainations how to draw hair ( i use this technique too) these links might help ^^

For eyes i suggest outlining where theres a tone change in the eye area shading in the tones first and then draw in the fine sharp details e.g. lashes
