I find the whole "Hulk doesn't want to be a weapon" explanation to be bullshit.
The Hulk comes out whenever Bruce is in pain or angry, and during the battle in Wakanda, we see Bruce in pain and angry several times.
The transformation is involuntary. Neither side gets a say in the matter. What Hulk does or doesn't want is irrelevant.

It's not bullshit. Hulk legit just wants to be left alone. In the comics, he is constantly saying he just wants to be alone. Bruce Banner canonically has Dissociative Identity Disorder, Hulk is one of his identities/personalities. Hulk is basically the representation of Bruce when he was a young boy, the boy that was brutally abused by his drunk father and was forced to watch and lie about his loving mother's death. The young boy that wanted to be left alone because that's when he felt safest. Hulk has only ever wanted to be left alone. He never asked to be used as a weapon, never asked for people to go after him with guns and bombs and shit, just asked to be left alone. And he doesn't come out just when Bruce is in pain or angry, he comes out when Bruce can no longer maintain control, which is basically during most spikes of adrenaline. He literally does not want to be a weapon.

I'm not saying it's a bad motivation, on the contrary, it's a great motivation, and true to Hulk's character.
What I'm saying is that the Hulk transformation doesn't work that way. Bruce turns into Hulk when he gets angry, Hulk turns into Bruce when he calms down. That's it. ANY motivation, no matter how valid, doesn't factor into it.
