Okay, something weird I noticed:
This top shows up inexplicably near the end of Rainbow Rocks, as some time earlier Sunset is shown wearing a shirt of this same color but with a graphic of her cutie mark on it.
So why is her top styled this way only when she takes off the jacket? 🤔
It's very befuddling.

What I do know is that when she means business, she can't seem to keep her jacket on.
Sunset removing her jacket can be seen as a symbol of her letting go of insecurities. A symbol of fearlessness and letting go of whatever holds her back, which is reflected later on in 'My Past is Not Today'.

The jacket is very symbolic.
The stylish top underneath on the other hand really only serves the purpose of making Sunset's undershirt look cute EXCUSIVELY when she takes off the jacket.

And what can I say? It's a cute top!
