I always thought she wasn't that evil. (as her back story shows) The background should show something that has to do with destruction so maybe your suggestion that she is sad is pretty accurate, because she isn't happy about this destruction going on.

I think I experimented about half an hour. Nothing would really do what I wanted it to do and in the end it became a mixture.

It is mostly the same green with different transparencies and drawn with different brushes. I think the effect profits from the orange background an the black spots, it makes the green glow more (That and colour dodge) 
Hope you have a rough idea now.
