Japanese Foot Clan disliked Oroku Saki because he was out of control and had a personal guard, which is not subordinated to the interests of the clan.
And it looks like it's even worse now. For Raphael the clan is more a tool for achieving some abstract goals than as the goal itself.
Cheng is trying to control the situation. But all he can do at this point is try to manipulate.
