Lugias are a very ancient and unique creature. They are thought to be the missing link between birds and dragons because they share traits in common with both phyla. Lugias have feathers, but they are not fully developed like a bird's, they are stiffer and more compact like scales. They also have the "prongs" on the roof of their beak like a dragon. This apparatus is used to blow fire or launch blasts of energy. This is what the aeroblast attack is.

What is most puzzling about the lugia is that it has a psychic component. The lugia's brain has developed extra mass in the region responsible for manifesting mental energy. Such an adaptation is seen in completely unrelated species, like alakazams and mews.
