This is adorable! The expression on the character's face is so cute and happy! I love how you've made the hair with a sort of metallic texture. The eyes are very bright and filled with emotion. Using only blues as the main colour scheme was a very fitting choice for the theme of this image, rain. The texture of the rain is interesting and unique, but it only compliments the image's simple yet intricate details.
I love how you've put the facial features in the foreground, letting the hair go behind the eyes and eyebrows. It's a very interesting style which I rarely see.
Most of all, I love how you've made the rain theme seem so positive!

Hmmm.. The eyebrows and eyes in the foreground.. I've been doing that for SOO long.. I never really thought about it as being something not many artists do.
