Whilst it's based on a firework, it has no open flames or firey parts to their bodies. I see them more as a dragonic energy force, like the way fireworks may have been seen as magic in the past before they were understood by everyone.

Really? Even though Paow's tail is clearly a lit wick and there are the smallest of embers around its mouth? I can understand the others based on your logic, but Paow is showing fire type qualities. Besides, many other fire types show less fiery attributes than your creation, like growlithe and arcanine.
