I'm not sure I just found this on the net when I was looking for some hetalia pictures. You might be able to see it on Anime news net work I think that's the name of the site.

It's the new anime I think it's only in sub at the moment but since funimation brought out the other season's I'm sure they'll do this one in dub.
As for the manga there's only 3 vol.s at the moment I know this because I have them.

you could try anime news net work and I think you watch anime on the funimation website. Sorry I don't really watch anime on the net I prefer to buy it on D.V.D
