I don't know about the political/social events that inspired this drawing, but my interpretation when I first saw it was that you were depicting the "death" of Tintin. That is, I found it to be reflective of the death of Georges Remi (Herge) in 1983. Very powerful.
It makes me think of the unfinished B&W frames of Alph-Art, as well as the B&W of Remi's earlier work, such as Soviets and Congo.
The chain around Tintin's neck also hearkened--for me, at least--to Remi's love-hate relationship with Tintin. It is well-documented that he felt both inspired by the adventurer and pressured to live up to his past success. A difficult position for any artist.
