You could try a local shop?

There are cosplay seamstresses online too.

I have seen several sites, but I have never bought from any. Usually I make my own stuff or pay a local seamstress to make my costumes.

SO I'm kind of reluctant to recommend someone, because I don't know how good they are from my own experience.
