lookup "stamp template" in the search box on dev.Art. and there are a bunch of templates that you can edit in photoshop. From there, I have edited pictures that i have drawn for the guild and used them for this one and then animated it.

Photoshop is an art program for computers.. I use it for most of my work. I have photoshop cs3. it's expensive, to say the least.. you can google it though. There are some older versions that are less pricey.
Tablets help too, but I know plenty of people who draw quite well with a mouse.
