Godzilla is more anti-hero honestly.
Especially in Legendary's Monsterverse where he's a defender himself.

I said Anti-Hero though. Not pure hero.
As in Godzilla isn't the nicest great protector like Gamera, but he likely isn't gonna let his planet get destroyed or taken over.
Even then, Heisei Godzilla isn't a villain in my opinion. Early Heisei though (like Return of Godzilla, Vs. Biollante, and especially vs. King Ghidorah) I can definitely see him as a villain.
But afterwards he's definitely more chill. In Mechagodzilla he was only really causing destruction to find his son, and when he did he immediately pacified and didn't cause any destruction until Spacegodzilla showed up. and again, he pacified once he got Junior back and Spacegodzilla died.
As for the ticking time bomb thing...That's kind of not his fault? It was his body reacting violently to the excess radiation. You're making it sound like he was purposely wanting to go nuclear when again, he couldn't control it there.
I'm not trying to say he's completely Lawful Good. Heisei Goji's more Chaotic Neutral in my opinion.
