You make a layer in PS that's a "static" layer - looks like an old staticy TV, you can do this in the filters menu - then you blur the static to create little quick lines, that look like falling rain, then set it as your top most layer on like multiply or lighten or one of them I forget Also search - Rain tutorial, photostop
