Okay, so here's the explanation for the blue hair: She was born with dark brown hair (almost black), she dyed is blue when she joined the equalists because there was someone she feared in the City and she thought he might recognize her. Anyway, this color lasted about 8 months and then she dyed it black but she kept the purple/pink. Now (aka the time when I roleplay her, 21-22 years old) she has black hair. I really hope this helps.

It's still aggressively out of place in the world of Avatar, and I stress the word 'aggressive' here.
Neon hair dye would be as likely to exist in Republic City as digital watches or iPods. Besides, the Equalists wear masks, it's a much easier way to disguise yourself than using hair dye. If that's really not enough, maybe she could shave her head, get a tattoo, or wear face paint, these things are feasible in the world of Avatar. Or plastic surgery, like Yakone did. Kind of a quantum leap, that, in my opinion, but it is canon.
Working with fan characters is tricky business, and these are danger signs.

Okay, so I'm gonna explain you why none would've worked:
Masks: Equalists don't wear masks 24/7, she has a normal life too
Shave her head: Big NO for her, she loves her hair
Tattoo:
Face paint: She hates make up because of something that happened in her past
Plastic surgery: Oh yeah, she can barely afford to pay the rent and the bills, I'm sure she has enough money for that. (there are few others reasons here but I'm too lazy to write them)

And yet hair dye makes the least sense than any of them. Your explanations raise more questions than answers, and they still don't account for the fact that there IS NO hair dye in the world of Avatar.
People seemed to recognize me the year I dyed my hair. If she were really trying to hide from someone so terrible, she'd have to make a sacrifice, and a buzzcut with a nice, big tat across the side of her head would definitely change her profile a bit. Not to mention easily break her away from the Mary Sue-invoking image she has going. I didn't want to mention that so bluntly, but I couldn't avoid it any longer.
And by the way, didn't you say before that the reason she joined the Equalists was to avoid someone in the city? That's a pretty flimsy excuse to join a radical urban terrorist group, as if there were no other options. That'd be like me joining the KKK or the Westboro Baptists to get away from a psychotic ex girlfriend, it literally makes no sense. Maybe a job in theater would be a better way of hiding in plain sight. Or she could simply leave the city, go on a pilgrimage to one of the four nations. It's a big world to spend living in one city, especially if her goal is avoidance. I guess what it really depends on is who this person is and how badly she wants to get away from him?
And what's her problem with makeup? Was she harassed by a psychotic clown as a kid? Because that I can totally understand that.

Okay, story time. Trigger Warning ahead kids.
First of all, I never said that she joined the equalists because she was hiding from that person, I just said that she joined the equalists when she was hiding. Second, she dyed her hair blue because she knew that that person wouldn't bother to check the blue haired girl since she (that person) wouldn't believe that the shy little girl could do something like that.
Now, her backstory so you'll see that she isn't a Mary Sue:
She was born in Republic City, but she and her parents moved to the Fire Nation when she was three. (her mother was a nonbender and her father was a firebender). When she was ten her father killed her mother and that's when the 'fun' begins. After her monther's death her father started to abuse her physically, emotionally and sexually (although he never took her virignity because he wanted to sell it). Anyway over the years she gained many scars and she grew to hate and fear firebenders and some (please notice the word some) men. When she was 18 she managed to run away with the help of her boyfriend and a healer from the village (the story is really complicated here and I don't have time to write it because it's late). When she arrived in the city her boyfriend's aunt helped her with her fears and mental and emotional problems so she could live a normal life. She can't leave the city because she is still waiting for her boyfriend who promised that would come for her but she is starting to lose her hope.
