The whole look is supposed to be crazy. That's the point of the outfit.
We aren't looking for critiques on the style of the model...only on the photo itself.

Well I don't get any kind of 'crazy' feel from it, just amateur laziness. It's as if someone who knows nothing about lolita picked out the outfit. It's truly distracting and retracts from the entire image. It would be like using a magic marker on the Mona Lisa. It's ugly and careless. It would have looked far better and far more 'crazy' and intentional if the model had been in just the bare stockings. Black stripes with shiro lolita does ruin the look a bit but it's not quite the outfit-wrecking effect that black boots has on the outfit - not even black shoes (which is horrible on it's own) but black boots, which is even worse. The only way it could have been worse if she was showing off cleavage.
If I had to guess, I'd say the model (or whoever picked out the outfit) doesn't even own the dress. That's assuming the dress is as expensive as it looks. Nobody who would buy something like that would pair it with something so horrible.
But if you want a critique on the quality of the photography, it leaves a great deal to be desired. The shutter speed is far too slow, leaving anything that was moving at the time (such as the skirt from bodily movement or a breeze) blurred.
The angle of the image also puts too many lights shining directly into the lens leaving some things overexposed (such as the details in the white dress) and other things far underexposed (such as the model's face). Considering a different angle would have fixed this. Strategically using the flash would have filled in the shadows on the model's face.
As it is now, it looks like some otaku were walking through a parking lot and one decided to jump up on a post while the other took a snapshot with a camera phone. With a different angle, better camera settings, better pose and an outfit that wasn't offensive, this could have been great. The location looks like it was beautiful.
