Ok, in my opinion, this one turned out lousy. That was not my intention, but eevee animations are EVIL. Seriously. 16 frames of hell, all with minor differences...Sorry about it being so horrible. I'll fix it.... someday.
UPDATE (09/05/09): Fixed the lousy ear glitch. There are still some ugly pixels here and there, but at least 1 frame doesn't have a 3 eared eevee anymore.

Yes, that was photoshop's fault. I'll try to fix it, though. Actually, it's a weird glitch, since the layers are perfectly fine, it's just one of the frames.

Yeah, but since the layers are fine and I saved a psd of all layers all I need to do is animate them again, which should take less than 5 minutes

Photoshop CS3, which isn't really meant for animations, but I don't know what else I could use xP

flash is similar to the system in photoshop just a lot more advanced and complicated but for stuff like this photoshop is better for more complex stuff flash is better

There's an option in photoshop here:
File/Import/Video Frames to Layers
When you change the filetype to "all files" and open an animation it makes all the frames layers, so all you have to do is edit them. It's easy, but annoying

But I have the old version of Photoshop, and twain 32 is the only choice...
