Description This was my first time drawing an actual background so with that in mind i think it looks ok.

Hiyaa!! Another snazzy admin from Get-Gud to help out!!
The tips I have are super nit picky and if it looks like a lot, don't worry I just tend to ramble ^w^
Okkaay Let's start!!
First up everyone's worst enemy - general anatomy.
 The head in comparison to the body is too large. To fix this either make the head smaller or the body bigger.
 Also with the body, the torso is too small in relation to the arms and legs. Again, changing the size would be the easiest way to fix this issue.
 Another thing is that her left arm (on our right) is slightly shorter than the other. My recommendation is to use guidelines so that both of the wrists align with her crotch. 

Now its time for face anatomy!!
 Her jawline is also oddly shaped, making one cheek chubbier than the other. I'd say best thing to do is to try and flip your image and see if the reverse's jaw is symmetrical to that of the original. 
 Her left eye (on our right) is a tad squished vertically. Just extending that will make it less awkward. You can also use the deform tool to bring out certain corners too in order to make it similar to the other eye.
 Also her left ear (on our right) shouldn't be visible from the angle its being portrayed, especially since the hair would be covering it.

Now its time for hair stuffs!
The hair and the strands are absolutely amazing. 
 The only issue is that the ponytail itself is too high in relation to her head. The part where the pony tail curves usually depicts where the hair is tied up. My advice is to select the entire ponytail and move it downwards so that the curve is attached to her head rather than floating. 

Next it's the background!! 
The background is wonderful, so no real issues here. My only recommendation is to try blurring it out a little, as the piece focuses on the girl. If you're using photoshop, use the lasso tool to select the area around the girl and inverse it. Then go to filter > blur > Gaussian Blur > play with the settings and bam!!! It's like a photo kind of XD If you're on paint tool sai, I can try to help look up some brush settings to turn the blur tool into the Gaussian Blur if you're interested.

Lastly, the shading. 
The colour choice for the darker shaded areas on her dress are perfect. Just expand on that and add more lines. Since this depicts her in a windy scene, there would be a lot more ripples on her dress.
 As for other areas, the colour chosen for the shades is too light, making it barely visible. Choose darker colours and experiment with using more than one shade colour too. This will help bring out the character and make her less flat. It'd be good to utilize the same variation of colours that you used on the background on the girl. Don't be afraid to experiment, since us digital drawers don't have to worry about mistakes.

hey an admin here XD
feel point i wanted to make 
1.Remember to add in the shadow otherwise the character won't blend in to the background ^^
2.more shades could be added
4 instead of just adding colour on the line try using a darker colour and make the (shdow side darker) which include the skin clothes...etc
5 lol personal opinion add in a bit of foot print as well ^^
6.The background is pretty good remember to try out more ways to draw ocean before you finalize the way yo draw it XDD
