It's liquid eyeliner!
I think there's a clear liquid eyeliner that you can mix it with, but I'm not sure.

You could TRY adding a little bit of water, if not, sadly you might have to go out and buy more. It might be completely dried up.

Haha! It is! I was in my room and my neighbours tree is outside. It's so yellow/orange that it's changing the colour of my room whenever the sun hits it!
