This picture I scanned. Before that I draw the lines by the pen and ink. If you want to have clean and smooth lines in digital arts you should use brush in photoshop/sai but not pencil .

I can't trace very well with brushes in GIMP or any program since I don't have A tablet.

Without tablet you can make it too use in GIMP paths (pen) tool and work on the layers. When your drawing you should create new layer on lineart and in the end you should save lineart as a .jpg file. You can do it without the tablet .
