That might be the case, pretty unlikely tho. But, I think his design is more likely based on/inspired by gentlemen thieves. Though it did make me think of Disney’s Robin Hood, both are technically vulpine thieves who roam British-like locations after all.
Nevertheless, the idea of a thieving sly Fox is nothing new and is rather common, specifically to Japan with their yokai stories of the kitsune being mischievous tricksters. (Also actual foxes “steal” stuff, so yea)
