Naahh, In Japan,"Office Ladies" is a type of job where the women just go to until they get married.They do the same type of job as men, but they also serve tea to them, and not taken very seriously at the workplace, they are there to look pretty and find a husband there. There is no real goal of any promotion, like the men would have. You rarely see any older women in the Japanese office, mostly only young ladies..
But I have a friend in Japan, she used to be an office lady, but she didn't get married like she was supposed to like the other OL's...Now she is in her late 30's and is a supervisor..(and a big Otaku BTW!

They're not useless,they do work and do the same jobs as the men, but they are there basically for "Eye candy"..
OL are also cheaper to hire than men, their salary is not as much as the male workers. So OL do the same work as men, but not payed as much, and they are expected to leave when they get married...Or get old.
Even today, Japan is still pretty much a Male - centered society. Sadly, this fact is not really reflected often in Anime...
