Actually women can fight in the Qunari society they just can not serve in the army. Tallis is an example of a Qunari woman who does fight.

Yeah, as militia or as Ben Hassrath (who are more infiltrators and spies than soldiers)
Qunari females can't fight in wars or invasions, they can't join the army nor be named Arishok. But if Seheron or any important city is invaded they will serve ass militia
