this is the Ghost. he's a wannabe batman. or spaceghost, whichever. actually, more space ghost since that is who i was thinking of when i came up with this guy. he's a little slow in the head, but he certainly means well. he's mostly there to poke fun at one of my favourite comic genres: Superheros! so he's not based on anyone in particular. his insignia is a pac-man ghost... why? he has a fixation on Ms. Pac Man.
