OK, I found it: www.youtube.com/watch?v=PhfPUZ… It seems to be episode 5 of the 2nd. season.

And the scene is well worth watching, even if in Chinese. Also, it is true that she spends several following episodes tied,until the 10, but she's barely shown, even she doesn't appear at all in some of those episodes. We know she's still tied because she still appears that way in episode 10, for a short time beginning at 08:03 of this video: www.youtube.com/watch?v=CgHRCh… ; and when we see her again at 09:47 she is now untied.

I found what seems to be a video commentary on Chinese animation, or maybe about fetishes in animation. And it contains a good clip opf this scene, sadly without its original sound. The part of interest for us starts at 01:55 and the scenes related end at 02:46. Even shows other images of girls tied up, that's why I think in that part they talk about this subject:

I found some of the cartoon under the name Spiritual Domain and the Chinese characters for it are 灵域.
