Jumble, and there's actually a scientific reason for why Papyrus (in Undertale) thinks they are harder as well. I'd give it, but no one would read it

But in short: Papyrus, a right brain half, would find word scrambles harder, because then he would have to think of specific words, which would be hard, as a Right-brain half is more about emotions, not words or logic
In word searches, on the other hand, Sans, as a left brain, would find it harder, as this is not about logic, but about recognizing words. Papyrus would find this easy, as he doesn't have to think up new words.
(also, left-brainers would get more joy out of puns, while righters prefer physical comedy, slapstick and the like)
