The historic title of this very real and very ancient place is "Elysium," though other cultures have known it by different names.
Or you can say it's a hoomun knock-off and call it whatever ya please

Quite a nice taurus except it is in too low of an orbit. Such a large structure even if hollow would require a massive amount of attitude correction thrusters and fuel because of variances in gravitational pull and slight atmospheric drag. Perhaps better suited for stationing at the midpoint between moon and earth as a proccessing centre?
