How did you give the picture this "foggy" effect?

I used the fog in garry's mod with bloom and lamps. Then I used white paintbrush in photoshop with flow set to somewhere between 1% and 10%, and I airbrushed parts so that it would look uneven.

Actually, these are closer to the uniforms of the Napoleonic Era British Military, a good twenty years after the American Revolution. You can tell by the shako caps, rather than tricorners. Also, during the War of 1812, the Brits thoroughly trounced us Americans, while fighting Napoleon in Europe at the same time.
