Um this might be a weird question but... how exactly do you make a vector?

To vector, you take an image with a lot of .jpg artifacting or an image with a specific item that you want singled out and you put it into a drawing program that uses lines instead of pixels like Inkscape.
Vectoring is essentially making animage that isn't super high quality the highest quality you can. It can also be used to combine objects and to do other things, but that explanation gets quite a bit deeper.
