uuugh, i spent way too long on this piece considering the quality of the end result (is it even clear that this is supposed to be a first person POV?). whatevver, did new things, Had A Learning Experience etc etc

Well done. Looking at this reminds me of just how much I hate Littlepip and what became of her in later chapters of FoE. Red Eye's plan was the best hope to end the wasteland and she ruined it. As a side note, Homage being the Element of Honesty is a bad joke after all the things she said about the best pony of her time.

"Red Eye's plan was the best hope to end the Wasteland"? He may have started the groundwork for such a project, but even he expected Littlepip to continue his work for him (although she did so in a different way than he expected). As seen in Afterword (Ten Years Later: Of Forgiveness and Fallout), the Wasteland is already well on its way to being fully healed without Red Eye's plan, with the help of Velvet Remedy, Calamity, Ditzy, a restored Fluttershy, and Littlepip herself.

Master Red Eye did most of the work and Littlepip just consistently lucked out. The great leader's approach was systematic and it was working. The Stable Dweller depended on stumbling upon forgotten treasures and a goodwill campaign, while going on what was basically a killing spree. Now the real wasteland saviour is vilified, while his killer is idolised. Just another proof that the winners write history to suit their purposes. I agree with what Red Eye said there (he is my favorite antagonist in any book, movie, or any other form of media that I've seen yet, after all); if Littlepip hadn't lucked out, Red Eye would indeed have been the best hope for the Wasteland. If I was Littlepip and I had finally caught up with him in the Cathedral, and I didn't know about Gardens of Equestria, I would probably have joined him when he made his offer to rule together - slavery and forced rule aren't exactly good, but it's either that or leaving the survivors to desperately try to compete with both alicorns and hellhounds at the same time in a few decades or centuries from then.
In the actual storyline however, by the time Littlepip reached the Cathedral, all but two casters for the GOE had already been found thanks to a series of lucky events and coincidences, so his plan was sort of relegated to the backburner (not that it wasn't an excellent plan once what Red Eye had to work with is taken into account).

Red Eye reminds me a lot of Andrew Ryan from Bioshock. He's the kind of guy who you see as a villain because of his methods, but his motives and intentions aren't all bad. They're the best kinds of antagonists: they're the kind of guys you might actually consider siding with

I don't know why you're so hard on whether or not this conveys what it's supposed to. I personally think it depicts perfectly the last thing Autumn Leaf sees as LittlePip brings her righteous judgement on him.

Very epic piece, and one of my favorite chapters in the entire story (so sad it's over now. ;~
I can honestly say I wouldn't have killed Autumn Leaf, but...then the epilogue would detail how he went on to cause trouble for other ponies and frankly I don't like that. In any event, something permanent had to be done to him, and I'm pretty certain that the alternatives to death are worse than death. I mean, if it was "get castrated", "get lobotomized", or "get shot in the head", I'd prefer getting shot in the head! At least that's quick and painless and I die as myself.

You did an amazingly fantastic job with this. From the color to the perspective, it works together very well to make a very powerful moment. Honestly, if Fallout Equestria was a comic, I would envision this as a page-spread panel.
You did a very nice job of the coloring! Not afraid to use darks (like I am), which adds a lot to the moment. The gun looks great, too!
