Black 77 wields a pair of lightweight electroshock weapons that delivers a powerful electric shock capable of rendering any individual incapacitated usually worn as a pair of gauntlets. The gloves are have a dual-function in both shooting repulsor beams and tazing enemies in both mid-range and short-range combat, making it a complete upgrade from the former models that Hiroshi Sato and Asami Sato engineered; however, unlike Phoenix-121's models, the use of these projectile weapons are purposed to kill and assassinate assigned targets for High Order's "divine" cause. Binding gauntlets to skilled nonbender leads to a new martial arts style known as "Shou Kata."
Shou Kata is a martial arts style solely intended for nonbenders when equipped with gloves on each hand when sparring against any opponent, bender or nonbender alike. Both versatile and deadly, Shou Kata focuses on a precise angle for locking onto an opponent and predicting where to be in order to avoid return fire by the enemy. This, combined with pure firing skills would result as the ultimate soldier of the Four Nation's modern world.

Like all devout High Order nonbenders, Black 77 was compelled to learn all the styles of hand-to-hand combat at a young age in order to survive. Similar to Director Kuzon Sato of Pheonix-121, she is more skilled in his techniques than any of her comrades when going against her foes and will do her best in taking them out at all costs.

Many benders and nonbenders within any highly-trained secret organization were supposed to learn become tactical in taking down enemies while blending within dark and/or concealed areas. Black 77 blends thoroughly in dark, shadowy areas whenever she spots an enemy nearby either as an individual or working together with an elite team. To make things more effective, Black 77 would use Shou Kata while hiding in the shadows, as well as doing this with a group.
The only disadvantage is that blending in the shadows can be easily shown through earthbenders with skilled seimic sense, sonar vision, or heat vision devices.
BACKGROUND:
Nobody knows her actual alias, but all we know is that she's one of Phoenix-121's top wanted fugitive on their list. The reason why she is named "Black 77" is because she is the 77th Zealot of the Black faction shown on the inner side of her sleeves. So far, she plays as a loyal denizen to the High Order, a secret and united organization to create a better world for all the Four Nations with the mankind's support to willing sacrifice freedom and independence in turn for absolute order, purpose and security. Though the organization are known for doing plausible deeds from the outside, there's still something underneath that's sinister that the Pheonix-121 agency is trying to uncover.
Like most of the antagonizing groups, Black 77 and her organization is against the Avatar and governmental policies. Black 77 would stop at nothing to achieve her goals, even if it means eradicating her enemies.
