No, she was originally an earth pony, who traded for wings but she still has an earth body. Her bones are too heavy and she'll never be able to fly. So her earth pony body means her bones are too dense and her wing muscles are too weak. ^-^

... Doctor. That was an argument that Ditzy used in LSD (Love Struck Derpy) when explaining why the Doctor's wings wouldn't work. But later on, when he becomes Discord Whooves, he decides not to listen to that explanation and flies anyway. Notable differences: When he grew those wings they were larger and he doesn't like Ditzy anymore. Point to take: Laura's wings are larger than Discord Whooves'. Physically, there's no reason that she can't fly (Other than she's admittedly out of shape.)

Also, I will point out that LSD is supposed to be parallel to MLP canon, so canon there, canon for LSD. In the brilliant young flier's competition, we have none other than winged Time Turner (Or Doctor Whooves, however you like) competing.

But I don't want her to fly. I made her to be too heavy and I actually have plans for her wings in the future. But that's spoilers ;D She started out as a regular earth pony, the wings added to a heavy body like that would mean they'd have to grow at least twice as big as they are now and by then they'd be a problem for her physically. It's a planning stage at this point but I've got a few ideas for her wings in the future ^-^

Well, an easier way to explain away the lack of flight (seeing as that's not deterring Discord Whooves and people will continuously use that argument against you) you could say that Laura is missing her flight primaries. No primaries, no flight. Might help you avoid some of these unwanted questions, arguments, and senseless blunders, because I'm sure that I'm not the only one who can come up with a dozen more arguments as to why the "She's too heavy" argument will fly worse than Laura can.

She's an adult, so she knows how to fly. It's most likely that she's learned. I wasn't suggesting that she automatically knew. She probably learned when she was a filly. Why are you suggesting that she doesn't know how to fly?
