Uhhh... are you sure...? Well, his name is Haji, or Hagi in English. He comes from Blood+. I don't think they look exactly alike, but, kind of close, if Byakuya takes off those... "white things" on his hair. Here's a pic of them: [link] Sorry they don't look too much alike... I feel guilty now...
