Well I was confused as to what you meant by World building. I know Fallout 4 allows you to build stuff...

Well, world building is building up the world for immersion purposes. You could give a small history for Equestria from watching the show. Fallout has this as well with the logs, various bits and bobs in the world you can find that tell you about the Fallout universe.
Fallout 4's building stuff is just building stuff, really. This is different from world building since it is building ACTUAL buildings, in a world.
World building is my favorite thing, I've got all sorts of cool settings in my head but I never really have the will to write them down.
