Hmm. I don't watch MLP but for Rarity I believe her hair curls and such with lines going through it or whatever. The water in this DOES look like water but it would look better if you made the water like waves with the white foam near the end of her curl, do to that her hair already does look like waves. And as for the back I'd suggest making it look more like a waterfall, as you can see it has the waterfall shape. (as does the back of her hair) Those are just my tips

Hmm... honestly, her mane kind of looks a little more like jell-o than water to me. Maybe it's because it looks somehow drippy rather than flowy? Either way, minor gripe.
