Description
These two were once kind and loving people. They used to have a happy life until one day, that life was ruined, and it's all thanks to a madman. As a result, they have become loners driven by hatred.They gained two weapons for their fights: a sword and demonic arm.
Ragna the Bloodedge, the man who lost his younger sister at the hands of Yuki Terumi and almost died from the tragedy until Rachel Alucard came to his rescue. He gained the Azure Grimoire as his new right arm and Blood-Scythe from Jubei. Known as the Grim Reaper.
Velvet Crowe, the woman who lost everyone in her village, including her younger brother, at the hands of Artorius Collbrande. She becomes a Daemon due to having an imbued werewolf hand as a vessel bandaged up in her left arm and has the Gauntlet Blade as her weapon. Known as Velvet the Daemoneater.

Ragna due to Blood-Scythe being able to heal him everytime he cuts someone, and let's not forget unlimited mode, and activating Blazblue increases his stats by a shit ton, to the point (if I remember correctly) were he beat Hakumen, or just matched him in combat. However I barely seen much gameplay of Velvet, but from her gameplay (that I have seen so far) she doesn't seem to be anywere near his level. So to the conclusion of my answer, the winner would he Ragna the Bloodedge.

You saw some gameplay? You do not know she ate a xl dragon for dinner or she want to kill the king(Artorious) that he killed her little brother and throw her at the jail for 3 years. And she can eat the Ragna and take the "blood-scythe" for her self with her left deamon(no demon) wolf hand. Oh and something else, she can heal her self too with the left hand.

Ragna took on people who can match the Black Beast which was able wipe out half of humanity without much effort. Ragna can also harms souls aswell and let's not forget Unlimited Mode almost makes Ragna insanely powerful. Ragna also took on Susanoo who should be equal to that of his sister Amaterasu. BlazBlue activated also boosts his power to Terumi's level, and Terumi himself was able to make Hakumen, and Jubei his bitches in a fight. (Hakumen and Jubei are no push over as the susanoo armor grants him nigh-indestructibility).
Unless Velvet took on someone who can potentially destroy a world and won, She is no were near the level of the Grimm Reaper (Ragna)
