Took me forever how to figure out how to do this as an action. The trick was in creating the action while Photoshop's units were set as percentage based in preferences, saving, and then switching preferences back to pixel units. This action will allow you to place guides on any size image, on all edges, and in the direct center. (0%, 50%, 100%) Horizontal and Vertical. HUGE time saver for a task I do SO often.
