Eso también pasa en otros países y se basa en el sistema de pago que quieres.
Aquí en Venezuela, aún con el internet expropiado, tenemos que escoger la velocidad del internet y ver cuanto queremos pagar por eso (en el caso del internet del estado) mientras que, en el caso del internet proveído por fuentes privados, también escoges que tipo de conexión quieres y qué canales quieres incluir.
Eso de que es lento o inaccesible es por que los sitios tienen cierto peso y si tratas de pasar algo pesado por una conexión ligera, tendrás una página lenta. Muchos dicen que son los proveedores pero lo que pasa es que tratar de tratar páginas pesadas y ligeras como una misma solo causa pérdida en el largo plazo.
En el caso de EEUU, la situación se ha degradado al punto de que hay varios estados con un solo proveedor y temen que los vayan a abusar (un miedo que se entiende) además de que la idea de que aparezca un nuevo proveedor tardará un tiempo, pero colocar a los proveedores a perdida solo llevaría a que quebraran en el largo plazo y esos estados pierdan el internet o que otra compañía los agarre (creando un mayor monopolio).
Aquí, debido a que el internet está expropiado, solo el gobierno puede darte el dinero para que mejores tus conexiones y/o decide cuanto puedes cobrar a tus clientes y eso ha llevado a que los proveedores no tengan material para expandirse (o darte conexión a internet/cable/tv) desde hace dos años.
No creo que lo que venga sea un paraíso para EEUU, pero si creo que será más beneficioso a largo plazo (las reglas anteriores convertía a los proveedores en "utilidades" y se les podía revocar las licencias en cualquier momento)

You should try reading the rules. Net Neutrality does NOT favor us, the users. It purely favors google, netflix, and other major corporations. IT's only two years old! Was the internet full of problems before that? No, that's what made it what it is today.
If you think the government is going to be 'fair' and treat you well under net neutrality, I have a bridge to sell you. They will regulate not only who can be on it, but what you can say. Just like they do with everything else.

You've got it backwards. Net neutrality means ISPs treat all data equally. Without net neutrality, ISPs could censor access to sites, control how much bandwidth sites get (high speed access for the sites that can pay for it, crappy slow access for everyone else), and YOU would have to pay extra to access certain sites.
