I've drawn it for the Frukweek2019. Hetalia is still in my heart even though the fandom is dead XDDDArthur’s quirk is Weather Manipulation. He is born with a cloud just above his head which changes according to his emotions.
Francis’ one is Rose Growth. He can grow roses and thorns around his body using his blood as energy. He needs a lot of water and sun, like a flower!
I'm too lazy to write a full description of what i have in mind for them BUT maybe i will draw more of this crossover in the future? Do you like BNHA and Hetalia? Do you have any quirk headcanons for the other APH characters?

Here are my guesses on the other's quirks:
America can have a type of gunslinger quirk
Canada a type of invisibly quirk, (Not as serious as Hagakure-chan tho..)
Russia quirk something with snow
China I feel like something to do with speed, for his punches and kicks
I feel like for Italy, he'll have a healing quirk
Japan could have either a swordsman quirk or a drawing base quirk
And Germany... Something to do with rock manipulation
Those are my guesses on some of the others quirks ;w;
