One of the other posters said this was Hetalia so I googled that and it seems it's a manga. If so, then this is yet another case of the fanart being better than the original. I would put this on my wall.

You're always such an inspiration. I love how your colors are always so muted. It always gives the picture a different feel to it depending on the context, and in this particular instance it gives the image such a cold beauty.

i'm gratefull you like my palette, because for me this is the hard part. line is easy and blach and white are too - colours are my problem, which i'm carefully trying to solve with every art.
about boots, hey i think the same! why guys keep wearing old, sporty adidas instead of cool military boots? maybe they are uncomfortable or something, hell if i know, but when they demanding from us high heels they should shut up and do what they are told to
