Gaia10 Plasma Theme:Download Directly from Get Hot New Stuff. The File here is just for backup in case kde-look goes down.
Any bugs or such leave me a comment ^__^

yes, its quite easy however both those appl;ications dont support plasma themeing (yet) afaik:

As much as I would love to, I don't own windows7. never fear though gaia10 has some terrific win7 themes (gaia10.us/gallery). And ofcourse anyone can use this theme and port it, because its gpl'ed.

You misses bluetooth icon in preferences.svgz. This is needed for upcoming Kubuntu release. Please update when you finde time

open up preferences.svgz in inkscape from /usr/share/kde4/applications/desktoptheme/default/icons/preferenences.svgz
rightclick the bluetooth icon> object properties> copy whatever is in the id field, and paste it here?
