Why Bulgaria and Romania are in the Francophonie?

Before the 1950's French was te predomiant world language and was the language of diplomacy and economics in Europe for centuries.
In those two cases specificially their are a good many people who speak French as a second language fluently, with 9% in Bulgaria and 24% in Romania.
Romania and France also have close ties going back to the 19th century.

The ones I've posted here are the only ones I've done thus far.
I considered doing a Language one, but it would be to ambiguous and not really helpful as you have instance where a country may have something as its official language, but the majority speak something else, and ethnic groups, well that's a Pandora's Box I have no intention of opening.
I suppose I might do a date of independence one.
