Description I think I finally came up with a very fine name for her: Elodie.
It goes well with either French or British settings, and it sounds very soft and delicate.

And I noticed I'm not very fond of the dressings from 1830 But the worst is the hair! I really can't stand those very strange up-dos, so I drew her with a rather "old-fashioned" hair-do from the very early 19th century - except maybe the comb.

The dress is a little inspired by Cosette's in the Les Mis musical movie, I just couldn't think of a pattern looking not too stupid, so I left it blanc until I have a pretty one.

depends on how easily they come in your mind. some characters are quite fixed the very first moment, others are changed so often, etc.
the troubles I had with Elodie were that I had no fitting name for her, but everything else and you just can't start writing and say 'that girl yeh know I mean'

Ooh she's pretty beautiful profile she has!
I think the hairstyle you ended up choosing for her is pretty nice, and you drew her dress really well too (even if they both were something of a challenge to draw)

though, it wasn't hard to draw - the dress was really easy tbh - the thing being most difficult was the bonnet because I could not decide how she should hold it...

Finding good, historically accurate references's been harder

it's just a few lines and you're done since they don't have any special forms and stay on 'the basics'
Ok, no the hair was hell since I hate the actual hair-dos, but that'd been only 'cuz I had no idea. And the bonnet. The bonnet was really hard - though, all in all, 'tis been maybe 10-15 minutes..
