This picture is really fantastic, honest ;o; I just adore how you completly hide your lines so it appears to be painting like ;w; (they're really thin right? XD)
I'd say my only crit is about the left eye and the angle it's facing with the head turn. But I wouldn't worry too much XD It isn't that noticable anyway

shiny stars/snow:
Take a large air brush and put it on REALLY low opacity and flow: like 5% and 7%. Then select the brush option to "dissolve" and it'll give lots of little speks

and since I has no sub I shall write my crit here. I am noobish, and if i say something that doesn't make sense or something, sorry, I took a course on art critiquing, but I sucked at it, and it's summer, I forgot everything orz *deep breath*
First off, I LOVE the wing. The colors in it are amazing and it looks really soft and fluffy, and the same with the hair. You got it to look Woosh very well, though there are some conflicting winds or something of the sort. The little sparkly dots look like their falling to the right, and the bottom of the hair does the same thing, but the clumps at the top are moving in the opposite direction.
The shading on her clothes looks great, but the proportions look off to me. the gloved part is a lot bigger than the bicep bit (LOL I suck at memorizing body parts HOW did I get an A in Health), and the body looks a little too small in comparison to the head as well... but the glove is big, so that probably explains it lul
As for the light source, I'm having a bit of trouble. In some areas it looks like it's coming from the huge glowy one in the top left, but on other parts it looks like it's coming from the left, especially on her torso and the part of the arm that's parallel to it.
The eyes are very pretty, and I love how you color eyes. The only thing I see with the eyes is that the right eye's shape was a little warped with the head turn.
Love the trees, they're really cool looking, and I like how airbrushed they look

you're right about the proportions thing, her head is too big XD I do that a lot in my pictures I've noticed XD
I was trying to make the hand/glove thing look closer, but I guess it didn't work XD I fail at perspective t-t
the light... hmm if you've been out in the snow at night, the snow almost shines

size wise it's actually not that too far off, but the hair makes it look bigger. With my flawed drawing style, I usually make the head sort of larger, but then I use that as the line for the hair, so it evens out so the head is actually normal sized lol. But that's just me. I'm just saying you could try making the hair less poofy? IDK ignore meeee *flail*
Hm...see, that's what it looked like to me first off, but then it looks too long. Maybe if you tried shortening it? They're the same size now, but if it's closer, than it's be shorter with forshortening and whatnot, yes? Though I don't have a clue about how one would go about doing this XD I still suck at the prequisites of forshortening on fanciful objects. Like boxes. Ok, not boxes but...other geometrical shapes...lol.
And YES. I know what you are talking about. I can't believe that I had SUCH a brainfart that made me forget that snow is freaking reflective. Not seeing it for 6 years made me forget or something, lol. Sorry!
And the moon is in front of her? To me it looks like it's behind her for some reason, though size wise and everything it looks like it's in front of her *faulty brain*
And 3 isn't too many, so don't worry, especially since they're all rather soft lights lol

yes yes hair... I used to make hair normal, but I keep looking back at it and it looks too...UNpoofy! XDDD so I make it really poofy just cuz poofy hair is fun to draw, and you can do more with it,,,sort of I guess, 
hmmm yeah, actually what happened, was the arm went vertically down originally. Then I realised it looked very bad, so I rotated it (this is all in sketch phase HUZZAH) and it turned to that. But the perspective is off, now that I notice it. yay thanks!
