I work with paint tool sai; for the fish, I created a file. the first layer in the file was for the fins. I painted the fins in strong colours like orange and white. I put a new layer over that with the setting clipping group and started shading the fins by using my blur brush with a high density. I put those two layers togehter and then lowered the opacity of the fins to around 60 to make them barely see through. the next layer over that was for the lines on the fins. I drew them in vibrant and darker but matching colours, put a clipping group layer over the lines as well and shaded them. Then, I took my eraser, put it on a low density and erased parts of the fins (first layer under the lines) to make them more see through at different parts. same then with the lines but chose different parts.

as for the body, I used two special brushes. Both are very good for drawing on only one layer. I basically drew all of Hobi on 3 layers maximum. The brush blends the colours while applying it. With the second brush I added the highlights like the yellow fish scales and such ^^

To finish it off, I made a layer with the setting clipping group above the file, took my blur brush with black and shaded the lower half of the fish. I think it was a decent try for a first time drawing a fish. I hope the question you asked wasn't rhetorical LOL.
