Ben Von Don showing off one of his abilities.Due to the Hou-Hou-no-mi he ate, he's able to turn parts of his body into gun barrels. This ability is called the Ten-Finger Shotgun. As you can probably tell, this is when he turns all ten of his fingers into guns and fires them off for greater damage but less accuracy.

Pointers: She cannot be 304 pounds at 5'7" and with that build. if she had a Devil Fruit power that increased her mass or something, then I'd understand. Otherwise, change it to something more believable. Also, a 55,000,000,000 Beli bounty is HIGHLY unrealistic- Luffy is one of the highest living bounties, and he's at 440,000,000. All the likes she has listed are very generic as well- That could be any pirate's likes. As for the way she looks, it's... Plain. She has a fedora, which is great for the Fedora Pirates, but nothing else that really brings her image together.
Give her some work, and you'll have a top-notch character in no time!
And I don't think Kou would meet Luffy. Doesn't fit too well into Kou's story.

Ben: *Doesn't even bother to throw his hands up, just thrusts his chest out and a huge barrel morphs out of his chest.* GUN GUN CHEST CANNON!! *Fires it and goes flying backwards, effectively dodging any bullets.* HA HA HAAA~!!

Whistler: *uses his magnetic powers to stop the cannon, dead in its tracks and then toss it at Ben* Oh, did I forget to mention my Devil Fruit power?

Whistler: *moves out of the way and then uses his magnetic field to attach the bullets to his body* Nice trick, now here's mine. *fires two bullets from his pistol, but they both went in different directions*

Whistler: Double Homing Shot! *suddenly, he uses his magnetics to turn bullets to the direction of Ben and fire them at him*

Ben: *Low whistle.* Quite interestin'! *Suddenly turns his legs int cannons, firing them off so he flies high into the air.* Gun Gun Leg Cannons! *High in the air, gun barrels and cannon barrels sprout from his body from every angle.* Gun Gun: HEAVY RAIN!! *Spins in the air while firing every barrel on his body once, scattering bullets and cannonballs down below him.*

Whistler: Shit! *tries to block as many of the canons and bullets as he can, but his Scrap Scout was destroyed in the process*

Ben: *Finally lands on the ground, standing up and dusting himself off casually.* How was that?

Whistler: Impressive... But can it do this?! *the scrap starts to move about and reassembles itself into the Scrap Scout*

Whistler: Scrap Meteor! *suddenly, the scrap scout turns into a giant ball and goes into the sky*
